Public Sector

At the heart of public sector procurement, no matter where in the world you are, is the ability to demonstrate that taxpayers’ money is being spent wisely. This means first, ensuring buyers have the right skills for the task, and second, that effective governance is in place for supply assurance and compliance.

Nothing stands still in the public sector. With ever-increasing regulation making procurement more complex, and budget cuts placing a huge strain on resources, the need to advance procurement performance has never been greater.

And, having worked with the NHS SBS, the Home Office, DWP, the Audit Commission, the Cabinet OfficeGovernment Procurement, the Metropolitan Police, DEFRA and many other national, regional and local government agencies, CIPS is well placed to help public sector organisations to professionalise and upskill your purchasing and supply function.

International Development

The purchasing profession in developing, post-conflict or fragile states is in its infancy. Buying systems are often based closely on World Bank and other donor agency regulations rather than on building resilient, ethical, sustainable and compliant practices and policies for the country's particular situation.

The key for these countries is to increase the understanding of how procurement can contribute to and help drive performance, building key skills at the same time as raising the profile of the profession so that it is seen by talented individuals as a positive career choice.

CIPS and the Government Commercial Function Sign New Agreement to Support Government Commercial Capability

The Chartered Institute of Procurement & Supply (CIPS) and the Government Commercial Function (GCF), acting on behalf of the UK Government’s Cabinet Office, have signed a Memorandum of Understanding (MOU) to collectively enhance and further improve commercial capability across the Civil Service.

The MOU sets out their intentions to:

  • Establish a senior commercial leaders’ forum for the profession to develop views from industry and key Government commercial capability initiatives
  • Work collaboratively to optimise delivery of training and capability improvement programmes both in the GCF and where appropriate across the Civil Service for existing commitments, such as the Commercial Fast Track Apprenticeship and Fast Stream Graduate programmes
  • Maintain and promote professional people standards as well as ethical standards of practice in the profession – including the promotion of CIPS ethics test and the Civil Service Code
  • Seek opportunities to accredit, design and deliver continuous professional development interventions
  • Leverage CIPS membership networks and resources to provide and support representation efforts, such as providing the views from industry and a CIPS view on commercial capability initiatives
