Procurement Fraud MasterClass 

Global economies and organisations understand the risks around procurement fraud but is enough being done to prevent it?

Procurement fraud is a risk for all organisations that carry out any form of procurement activity. In reality that applies to virtually every organisation globally, on a daily basis.  The published risks to both the public and private sectors are immense and the losses are well documented.

This course will provide you with practical experience and the ‘know how’ to tackle procurement fraud ‘head on’.  We will provide you with the tools to go back to your organisations so that you will be able to carry out an internal organisation ‘health check’ and where required implement your own procurement fraud strategies.

What are you going to learn?

Led by an experienced procurement fraud practitioner and academic, you will develop an in-depth understanding of procurement fraud in context of your work environment.

This will include identifying behaviours of the fraudsters and how these will look to you in your work environment.

Why attend?

You will discuss risk analysis and risk identification of procurement fraud. This will include risk identification during the stages of the procurement process including the contract management lifecycle.  Best practice mitigation strategies, policies and procedures will be identified.  Discussion will be undertaken around category procurement and the risks that are involved in this approach.

The course will comprise of case studies using real life procurement fraud investigations.  We will discuss not only what went right whilst carrying out these investigations but additionally what went wrong and why. 

Programme

Workshop outline 2 Days

Over the 2 days, we will enable students to: 

  • Learn why procurement fraud is a risk to all organisations globally and discuss global procurement fraud trends and themes.
  • Identify markers of procurement fraud and discuss internal staff markers.
  • Learn how to develop a cohesive counter-procurement fraud strategy.
  • Develop an in-depth understanding of procurement fraud in context of your work environment including the managing of third party risks.
  • Develop your own awareness programme both for your own organisations and third party suppliers to understand the management of this risk.
  • Examples will be provided in order to provide you with a template of how to develop these strategies.
  • Learn about a best practice approach to investigation.
  • Develop your skills as an interviewer.

  • Why is procurement fraud a risk to your organisation?
  • When it occurs, what will it look like?
  • What global organisations target procurement fraud?
  • How can weak corporate governance processes encourage procurement fraud?
  • What are the best practice processes that need to be implemented to reduce procurement fraud?
  • What are the red flags? How will you know if it is happening?
  • When and how to implement a procurement fraud strategy including risk mitigation.
  • How to investigate procurement fraud.
  • What is the best approach to investigation?
  • What data analytical techniques can your company use to investigate procurement fraud and to be proactive in order to protect itself?

 

On conclusion of this training, you will be able to: 

  • understand why procurement fraud exists within the procurement lifecycle;
  • identify what processes does a company need to have in place to prevent/reduce the risk of procurement fraud;
  • understand how to implement your own organisation ‘Fraud Burglar Alarm TM’;
  • communicate what steps need to be taken to identify bid rigging, fraud risks in the tender process and contract management;
  • Implement risk management in the procurement process including managing third party risks;
  • strategically assess your company procurement fraud risks;
  • define and implement a transparent governance process;
  • identify what a procurement fraud strategy looks like and what is included;
  • design your own company-wide procurement fraud strategy;
  • implement a best practice approach to procurement fraud with the support of detailed course notes;
  • deliver your own training programme for your own organisation and educate your external suppliers.

 

The course will be taught using a combination of real life case studies in conjunction with interactive learning.  Each student will receive a desk top procurement fraud aide memoire package for easy reference on completion of the course. Additionally, examples of procurement fraud supporting policies will be provided for you to take away to your organisations.

Speakers

Paul Guile MA, MCIPS, CIPS Global Procurement Fraud Advisor

Paul holds a MA in Fraud Management from Teesside University and majored in procurement/contract fraud, following a 3 year research programme analysing the UK and International mitigation approaches and their response to procurement fraud.

He is a part-time lecturer and Associate at Teesside University’s Centre for Fraud and Financial Crime and he has begun his preparatory research towards a PhD majoring in Procurement Fraud.

Paul has delivered Procurement fraud and bid rigging training and organisation advisory services internationally to locations including (but not limted to) South Africa, Zambia, the Middle East, Laos, Bangladesh, China and Malaysia.

He has managed high value complex investigations including corporate fraud, bribery and corruption and procurement fraud within challenging commercial and financial environments.
