CIPS and US organisation the National Institute of Governmental 
Purchasing (NIGP) are working in partnership to develop their work for public sector procurement and the public good. The partnership will combine expertise and credibility to bring best practice and professionalism to public sector groups all over the world.
The partnership will result in specific tools, processes and guidance for use in public procurement organisations and may include organisation assessments and people development training programmes. A Maturity Framework will be designed as an enabler to raise standards in not just people development, but also in benchmarking organisational development, process development and policy setting. The results will change the way in which organisations and people work, emphasising a continuous improvement methodology that results in tangible and measurable benefits.

Values and Guiding Principles
Through the partnership a set of Values and Guiding Principles (VGPs) of Public Procurement, have been agreed following a global consultation from leading public sector procurement professionals. CIPS has adopted the values as an organisation and is joint champion along with NIGP. Over 80 government agencies and professional associations across the globe have already adopted the VGPs and CIPS will be working hard to promote them globally as a pillar of good practice.
The establishment of a formalised, reference-able body of values and guiding principles is a milestone development for the public procurement profession. The CIPS Code of Professional Ethics is the foundation of procurement professional’s personal conduct and the Values and Guiding Principles have been developed to embed strong values at an organisational level to provide a foundation to build standards of practice on.
Taxpayers must feel confident that their governments are spending in a manner that is principled, achieves best value and is transparent. Governments that embrace these Values and Guiding Principles - and actively reflect them in their procurement practices - let their communities know that they are supported by professionals committed to practices consistent with the values of good public stewardship.

We have produced a series of Principles and Practices for Public Procurement to provide guidance for public sector procurement organisations on key aspects and principles of procurement practice, all aimed at enhancing and developing approaches to public procurement.
The finalised Principles and Practices for Public Procurement © (CIPS and NIGP) are freely available to all members.
CIPS along with NIGP, invite our members to participate in the public consultation for all future development work for this project, we will be keeping you updated every month through our Upd@te e-newsletter.
